SALT LAKE CITY (February 18, 2025) – Today, Sutherland Institute released a new research publication evaluating open enrollment, with proposed reforms to the law and its implementation.
Open enrollment policy reform recommendation highlights:
- Auditors for the Utah Legislature or the Utah state auditor should conduct an audit to better understand what parts of the existing policy are already being complied with and which are not.
- Utah school districts should be required to give parents the reasons for their decisions on open enrollment applications.
- Utah should prohibit address discrimination in Utah’s open enrollment law.
