		<description><![CDATA[Excellent!  We really need to reduce our dependency on federal funding as much as possible . It is simply not going to be there. Not now,and probably for a long time. If we do not plan,it really is the most in need that will suffer. We are probably bettter able to care for our citizens than most states because we are already somewhat frugal and planners by education and nature. We can do this.]]></description>
