		<description><![CDATA[To make the assumption that the outreach of federal entitlement programs can best be shown by the increase in the number of individuals receiving those benefits is an unproven assumption.  Just because two facts appear to be related, but not mean that one caused the other.


 This assumption fails to account for the fact that with the economy in the tank for the past decade, many were unable to make ends meet, had exhausted family and church resources (even community resources like food banks) prior to receiving benefits.  However I acknowledge that I&#039;m only showing another, different, relationship and not claiming that the economy is the sole cause.
All that being said does not take away from the fact that there are consequences for accepting federal welfare programs.  There definitely are and most are unrecognized.  Program and scope creep are two consequences that are seldom talked about.]]></description>
