    This concept has been tried and studied time and time again. In each and every case, including a pilot program here in Utah, results have shown paying teachers based on test scores does nothing to improve student achievement. Studies do that teacher COLLABORATION has a significant impact on achievement. This bill runs counter to all the studies.
