Capitol Daily Memo: spending amendment advances


Fans of limited government scored a victory Wednesday night as the Senate Revenue and Taxation Committee passed SJR 22 out with a 4-2 vote. SJR 22 is a Government Spending Amendment to the Utah Constitution that limits state budget to the previous year’s budget plus increases for inflation and population. It also gives the Legislature the ability to make exceptions for additional spending when needed with a three-fifths majority vote.

The amendment will be a great way to end the feast-and-famine spending cycles that occur in a boom-and-bust economy. As a result, the state will be able to avoid severe cuts to the state’s most valuable programs while adding to the state’s essential reserves during good economic times.
