Governor Signs Utah’s Own Version

Crimes against children will not be tolerated in Utah.  That is the message Governor Jon Huntsman made clear as he signed six pieces of legislation at the Utah State Prison on Monday, March 19, 2007.  Sutherland Institute worked closely with Representative Carl Wimmer to help make HB 228 and 3SHB 86 law.  This pair of bills comprise Utah’s version of “Jessica’s Law.”  HB 228 amends the Utah Criminal Code making the murder of a child younger than 14 years of age a capital felony.  Third Substitute HB 86 amends provisions of the Criminal Code relating to penalties for sexual offenses and child kidnapping.

“We are pleased with the success of these two bills, which establish policy that avoids objections to minimum mandatory sentencing and still creates the high standard Utahns expect and want reflected in their laws regarding heinous crimes against children,” said Stan Rasmussen, Sutherland manager of public affairs.
